Alma Downtown Development Authority Alma, Michigan July 13, 2006 The regular meeting of the Alma Downtown Development Authority (ADDA) was called to order at 7:35 a.m. by Chairperson Shafley at the Alma Municipal Building. PRESENT: Solomon, Kline, Freed, Comer, Shafley, Stacey. ABSENT: Kolar, Ahern, Dancer, Lowe. ALSO PRESENT: A. Ripley. Motion by Stacey, supported by Comer to approve the minutes of the last regular meeting of May 11, 2006 as submitted. YES: Solomon, Kline, Freed, Comer, Shafley, Stacey. NO: None. Public Input & Discussion: • None. Report from June 23rd, 2006 AAA meeting: Upcoming events: • July 11th-15th The Alma 150th Celebration in downtown Alma and Wright Park. o Need volunteers o Laser Light Show is being moved to the Park o Train will pick people up on Iowa Street • July 13th Rural Urban Day – Hidden Oaks Golf Course. • July 27th Legislative Breakfast Masonic Pathways. Past Event Review: • Highland Festival Community Day was successful; everyone enjoyed having food in the park this year. The community day may not happen on the Friday of Highland Festival next year because Festival Committee may want to have the entertainment tent open on Friday Night. • Meat Pie Sales way down. The meat pie tent moved over with the beer tent and no eat over there, the tent will be moved back to it former location next year. New Business • AAA donated $150 to the “Take a Hike” in your downtown trail booklet. • Our Town – TV5 if 10 organizations or businesses put in $750 each not only to they get advertising on TV5 but there is a separate piece that is done on the whole county at no extra charge. • Vice-Chairperson is needed for the AAA. Rodys Dancer will be the chair for the 2007 year. Alma DDA Financials • DDA Financials were received. Director’s Report: 113 W Superior (Former Domino’s Building) • The Gratiot Democratic Party has asked to rent the property from August –November 2006. The group rented the property two years ago and took very good care of it. The group has offered $400.00 plus Utilities. • Director submitted a example cost breakdown for the façade grant for the 113 W Superior Building and the 111 W Superior Building. The DDA would need to cover 50% or $40,080.03 as match for the façade grant funds. The building owned Lisa Comer at 111 W Superior needs $48,839.24; the owner would need to cover 50% as match for the façade grant funds. These numbers are just estimates put together by the public services department. Once this is put out to bid the board will have a very specific understanding of would will be need on each building. • This project was packaged to include both 113 W Superior and 111 W Superior because the grant program required that a whole block be done not just one storefront. Also the announcement of the funds gave the Director only one month to put an application together and it was recommended that the DDA apply if the one building was owned by the DDA. • Board member Kline felt it is hard for himself and he believes others in downtown to except that 111 W Superior should benefit for the façade grant funding. Seeing that the owner is on the DDA board and city commission. • Director stated again this is unique situation that the building at 113 W Superior was donated to the DDA by Capital National Bank in Lansing. To give the DDA the best chance at the façade grant monies was to work with the next storefront because it is required by the grant and 113 and 111 W Superior is one building, one cannot be fixed without the other and if something isn’t done the building will fall down. As stated in pervious meetings the building has sat on the market for three years and nothing done to fix the issues. This is how the DDA can step in and save one of downtown’s oldest brick buildings. • Board member Solomon felt that if Alma doesn’t go after and use these grant funds then another community will and see the benefits in their downtowns. • Board member Shafley felt that if the grant can fix up the building and saved then the DDA should pay its portion of the grant match and in turn the owner of 111 W Superior would pay theirs. • Board Member Kline had a question as to the type of rent the building could get and how long after the grant would the DDA had to hold on to the building. • Director responded the Democratic party has offered $400 a month plus utilities but sure the building could get more once fixed up and search for a good tenant. • Board felt that a motion should be made if the DDA should pursue the façade grant funds again in 2007. Motion by Board member Solomon to move forward with applying for the façade grant funding again in 2007; Board member Stacey seconded. YES: Solomon, Kline, Freed, Shafley, Stacey. NO: None. Abstained: Comer • Board member Kline after vote again stated that more discussion needs to happen on this subject. • The motion that was carried is to apply for the funds again in 2007 that is all. More discussion will take place at meeting in August. Director is to meet with Community Assistance Team leader on August 1, 2006 and will report back. Phase IV Riverwalk • The project is scheduled to continue moving to begin this fall. Construction most likely will not be completed until next spring. Delays with the library set back the bidding date for the project. 150th Celebration • The celebration is underway. • Volunteers are need for the Kid’s games on both days. All the 150th merchandise is in: Mason Drinking Jars - $5.00, Lapel Pin - $5.00, Coffee Mug - $8.00, T-Shirts – S-XL $10.00 XXL $13.00, Commemorate Plates - $25.00, Commemorative Programs $3, and bottled water $1.00. Items are available here at City Hall, Alma True Value, and website, Saravilla, Zak and Jaks. Other Business: None • Adjournment 8:20am YES: Solomon, Kline, Freed, Comer, Shafley, Stacey.
